In the response we highlighted the huge shortfall in funding for essential infrastructure, explained why the huge house-building target proposed by Horsham District Council (HDC) is probably unachievable, challenged HDC’s presumption that economic growth will continue unabated for the 20-year-plan period to 2031, objected to HDC’s reducing the requirement for affordable homes from 40% to 35%, explained why HDC’s policies for the natural environment are inadequate and fail to meet the requirements of the NPPF and the Natural Environment and Rural Communities Act 2006; and ask that the importance and benefits of the natural environment not only for the economy but also for society and the health and wellbeing of people is properly recognised, emphasised and explained in their ‘Proposed Submission’.
